Summary0000130: Cull distant rope objects

Currently all ropes are rendered and updated every single frame, regardless of if they are visible. There are long term improvements that can be made here (MEC~79 and MEC~80) but an immediate solution to keep performance usable on setups with large numbers of decorative ropes / rope controls is required.
