Summary0000164: Quest text windows only refresh after clicking on the quest a second time
Description

Whenever a scrollbar needs to apper in the quest window, it should move the description, requirements and unlocks window to the left to make room for the scroll bar, but instead it keeps it where it was and only updates it if you click on the quest a second time

Steps To Reproduce

Click on a quest which doesn't have a scroll bar (Crop Production)
Click on another quest which does have it (Deluxe Housing)

The scrollbar appears but its slightly on the window
Click again on the same quest (Deluxe Housing)
Now the window realigns itself right
