Summary0000435: Claim block spawns are lost for unloaded grids on world reloads
Description

Claimed area spawns are all removed from the list of available spawns during game startup due to a load order bug where the list of available spawns is deserialized prior to the ownership state of planet areas being deserialized.

Steps To Reproduce
  1. Claim an area on the map
  2. Move away from the area until the claim block unloads
  3. Save and reload the world
  4. Suicide and observe the claimed area isn't a respawn option
