Summary0000438: VSync Does Not Respect Settings in MedievalEngineers.cfg
Description

Enabling Vsync in the options will result in a capped monitor refresh rate according to the settings in Windows.
However, there's a setting in MedievalEngineers.cfg where you can set this to a different value, which is ignored or overridden:

    <item>
      <Key xsi:type="xsd:string">RefreshRate</Key>
      <Value xsi:type="xsd:string">60000</Value>
    </item>

I think, there should be an additional option in the game menu where you can set a refresh rate or FPS limit.
Background: my main monitor is 144 Hz but I'd rather want ME to be capped to 60 Hz respectively 60 FPS to not melt down my GPU.
