Summary0000467: PhantomEffectComponent can crash when a lot of entities are moving nearby

When multithreaded physics was enabled the phantom handlers of PhantomEffectComponent were not checked for thread safety.
When a lot is happening around the phantom component in the physics engine it is possible for this to crash due to concurrent modifications
