Summary0000507: Add dedicated chat channel for admins & moderators
Description

it would be handy to have a separate chat channel that is only accessible for players with elevated permissions (moderator/admin).
I know this could be added by a mod, but programmatically (you need to write a new ChatSenderCcomponent for that). However, I think this extension should be part of CE anyways.
