Summary0000526: Enabled flag on definitions is non-functional
Description

Setting Enabled="false" on definitions causes the game to crash, preventing this method of removing definitions in mods.
As a workaround set Abstract="true" instead for roughly the same behavior.

We should just remove the Enabled flag or make it an alias for the Abstract flag.
