Summary0000061: Enable voxel decimation for physics
Description

Currently voxel decimation is disabled "to reduce grass flicker", however voxel decimation provides some pretty large speedups for collisions between large objects. We should consider re-enabling it anyways, or enabling it only for physics (but not for render)
