Summary0000213: Rope drums and Lockable rope drums cause occasional sharp pulls instead of smooth movement
Description

Vanilla rope drums and lockable rope drum, when rotated, tend to wind in rope in sudden, occasional jolts rather than smooth linear movement. This causes a lot of stress on elements and can occasionally lead to things breaking, where they really shouldn't.

Steps To Reproduce
  1. Build any contraption using rope drums to pull something in (small block drawbridge, any kind of winch)
  2. Apply constant rotational force (hand crank wheel, Water Core controllable drum, etc.)
  3. Observe the item being pulled in very erratically, with moments of nothing happening and moments of it being pulled in very sharply.

This problem bugs me and multipel friends, this would be a graceful fix.

This issue seems to be much more present on servers.
