Summary0000353: Flame effect on torches not always starting at load time
Description

Every time I load a level, the torches do not properly load in. The UI thinks it's on, it gives a message to douse the torch, the sound effect is working on the torch, but the fire effect , or light emitted, is not there.
I have to 'switch it off an on again'. I have to to this sometimes for most of the torches in the area. This can be very time consuming when I have a big fortress with many torches, in awkward places.
This appears to happen at load time, because it is randomly a different set of torches that are not properly started up every time I load.

Torches that were save unlit, remain properly unlit, this appears to be a problem with the flame and light effect not appearing on torches that were saved in the lit state.

Steps To Reproduce

Build an areas with many torches, save with them all lit, and when the level is re-loaded next time, not all of them will have flames or light emitting. But will work when manually reset.
