The stick fence is not buildable: when choosing to place it it automatically finishes the build (even if you don't have the materials available). You are then able to dismantle it and get materials from it (creating a stick obtaining cheat). Since building stick fences is a requirement in the crop quest it makes you unable to finish the crop quest (it completes the placement part but not the building part of the quest).
