Summary0000008: Servers loading older saves on restart

anyone have any idea why servers keep loading saves that are hours old after a restart, instead of loading the most recent save/backup?
nothing in the logs, and saves look to be good
logs shows it makes autosaves every 15min
and the zips are present as well

I have found that if you click directly to the config server first you do not get old saves shown I then click the save file that I know to be correct and return to the instances and click the instance for my server. This seems to prevent old saves (that are totally removed from server) from showing up. Also it seems if a old save does load it is not really the old world it is a blank new world as the saves for the actual world have been removed
