|Summary||0000077: Allow cuttable environment items to customize the required energy|
Currently the kinetic energy required to apply the "Cut" action to an environment item is hard coded at 100kJ. This should be lower for younger trees, and even lower for saplings/bushes. It should be controlled as part of the action definition for that environment item.

Pushing this back to 0.8 since there are a lot of scary gotchas with adding this. There will likely need to be more work around the environment system before we can make this happen.
The same breakability should be added to floating objects.
